Specific participant requirements will be defined prior to the start of a project, however we envisage it will be people who are involved or have an interest in planning appeals and the wider work of the Inspectorate.

Skills and experience

Essential skills and experience
  • Experience of and the ability to regularly recruit users for research
  • Experience of and the ability to recruit participants using non-digital channels to ensure coverage of those with low digital literacy or confidence
  • Experience of and the ability to recruit participants with specific accessibility needs or requirements
  • Ability to work to short timelines (10 working days' notice)
  • Ability to store participant data securely and demonstrate compliance with GDPR
Nice-to-have skills and experience
  • ISO 27001 accreditation or equivalent
  • Experience of recruiting users within the planning sector

  • Describe your overall approach to participant recruitment to include sourcing, scheduling, communication with the client and participants, issuing payments, and offboarding
  • Describe the processes you have in place to ensure that participant details are stored securely
  • Describe your checking process to ensure all participant incentives are paid in a timely manner
  • Describe how you have recruited niche user groups, supported by examples of where you have done this previously
  • Describe how participants with lower digital skills will be recruited, supported by examples of where you have done this previously
  • Describe the approach(es) you would take in recruiting participants who have access needs, supported by examples of where you have done this previously
  • Describe how you would recruit professional participants such as planning professionals, architects, agents etc., supported by examples of where you have done this previously
  • Describe your estimated timeframes for the work
  • Describe your approach to embedding a team or individuals quickly establishing working as a team with the Inspectorate
  • Describe your approach to transparency and collaboration when making decisions
  • Describe your approach to sharing knowledge and experience with team members and the wider Planning Inspectorate
