The IM Programme is being delivered through several integrated projects and interrelated functions such as Business Change, Data Services, Customer and Market Engagement. The coordination, collaboration and governance applied across all these interrelated projects and functions is fundamental to ensure successful outcomes are achieved.
Leadership Support for the IM Programme is required to ensure the effective delivery of each area within the IM
Programme. The role of Leadership Support will be to provide guidance, support, co-ordination and integration of the mobilisation of Investment Authority across the breadth of the programme team. They are expected to be the central pillar of the IM Programme that will provide experience in operational knowledge and efficient delivery processes for the rest of the team. Alongside providing support to the individual projects and functions, the Leadership Support is expected to have an excellent working knowledge of the technical aspect of the programme and the technical context in which they will be working in. In addition, they are expected to facilitate engagement with other programmes in Network Rail to ensure cross programme dependencies are successfully managed. - Problem to be solved

To support Network Rail's transformation programme, it is envisaged that the client side programme support partner will form part of a blended team and bring valuable expertise and experience within the capability areas listed above in order to deliver outcomes which will ensure the programme is delivered efficiently and in line with Network Rail's overarching investment case.
The role of the Client Side Support should be that they act as a trusted intermediary ensuring collaborative relationship between SDP and client - Who the users are and what they need to do
- Network Rail's Transformation Programme is the user alongside wider Network Rail stakeholders such as Programme Board. The Client Side Partner is required to deliver outcomes which support deliverables produced by the Strategic Delivery Partner whilst playing an integrated assurance role within the Programme.

- A mobilisation project to prepare Networkrail's transformation has been running internally and has identified our legal obligation/constraints, defined the vision and produced a high level target end state for the organisation. However, work to date has avoided making assumptions on detailed user needs and has not produced service designs beyond high level blueprints. We have also engaged in a baselining exercise to ensure that existing technology and business process information is up to date and collated into a knowledge management hub. Work is also currently underway to procure a strategic delivery partner to work within the blended team.

- Proven track record within client-side support role of delivering effective outcomes to time, cost and quality

- Yes - Currently this service is being provided by Amey.
- 2. 2) Could you please clarify whether the procurement competition for contracting the strategic delivery partner has already started? If so, can you please clarify procurement route?
- This published advert is the start of the procurement process. Suppliers responding to this advert is the first stage of the procurement process. An evaluation will be conducted on all the responses and down selected to 3 suppliers who will being invited to tender. The procurement route is Digital Outcomes and Specialists which is advertised on this Gov.uk platform as the requirement is for a digital programme.
- 3. Can you clarify the definition of Service Owner capability?
- Network Rail is establishing a new Service Owner operating model. In order to complete this NR need to support some of our existing SO community by providing advice & support to make this model operational.
- 4. Please would you explain what you mean by tailoring delivery approaches ‘in line with performance’ (in Q10)? E.g. performance of other suppliers (client-side delivery), performance of the programme, performance of our contractual KPIs for example?
- Tailoring delivery approaches in line with performance is referring to all all 3 aspects that may result in tailoring approaches such as within the Programme/3rd Party delivery suppliers and or your organisation.
