About the work

Early market engagement
Following the meeting of the original BIM Level 2 target and building on the foundation it provides, the Environment Agency is embarking on further change.

Digital Asset Data and Information has been underway since 2016. It consists of a number of interdependent projects, ranging in size and complexity, delivering specific capability aimed at enabling digital connectivity across the asset management lifecycle. DADI has delivered a number of capabilities around data specification, standards and independent automated validation of data delivered by supply chain delivery partners from new infrastructure assets. The next phase will extend data specification and delivery to a wider range of business processes. A key element will be scoping the delivery of an integrated data platform to support data management and exploitation with technologies such as machine learning.

Knowledge and application of BIM and ISO19650 standards along with construction and asset management knowledge, construction related contracts and processes pertaining to open standards, data management, building capability to get data right at source, validating on receipt, storing and integrating data within the business systems is essential to our onward development.
Who the specialist will work with
There is a full Business and where appropriate an IT Team in place for this work.

This will work with and on behalf of the Business team but will work closely with subject matter experts, business leads, data architects and IT specialists.
What the specialist will work on
Provide technical programme and project management services and co-ordination using expert knowledge and advice for delivery of the interrelated projects within the scope of Digital Asset Data and Information to achieve the overall digital capability across the whole life asset management from inception, construction, handover, maintenance and operations. Drawing on expertise of BIM, ISO19650 and data integration.

Head Office and Client are based in Bristol.
Working arrangements
Delivery of the work will dependent upon programme priorities.
Security clearance
SC (as a minimum) must be in place prior to the contract starting due to the projects the specialist is required to work with. Clearances must remain valid for the duration of the contract.

Skills and experience

Buyers will use the essential and nice-to-have skills and experience to help them evaluate suppliers’ technical competence.

Essential skills and experience
  • Experience of managing a multi-disciplined Asset Management Digital programme of interdependent projects. Utilisation and programme/ project management of technical services from consultants, IT and associated services.
  • Prior knowledge of Environment Agency’s BIM processes for specification and delivery of data and information including EIR, Asite, API’s, CAD & Object standards and data requirements library
  • Working knowledge of BS1192/ ISO19650 standards use of COBie to deliver data, application of independent rules validation, 3D, 4D and 5D approaches to modelling data and deriving outputs.
  • Awareness of the Environment Agency systems including AMX, Project on Line, 1Integrate, FME, Data Requirements Library and Data, Rules and Visualisation.
  • Knowledge and experience of Client application of NEC4 within Environment Agency Collaborative Delivery Framework (CDF). Capability and experience in commercial application of BIM and digital approaches within the Environment Agency.
  • Green book/ 5 case business model development experience within the Environment Agency to justify investment.
  • Experience in leading and Chairing Special Interest Groups/ Community of Practice in relation to supporting the implementation of a programme of new digital ways of working
  • Experience in engaging asset management industry technology providers and identifying appropriate options to support delivery of required programme and/ or project outcomes.
  • Change Management qualification.
  • PRINCE2 Practitioner
  • Association of Project Management professional qualification
Nice-to-have skills and experience
  • Working knowledge of the project and asset management processes within the Environment Agency.
  • Experience of knowledge sharing across Government and internationally in relation to building digital capability.
  • Degree level qualifications related to the delivery of Digital and/ or Information Management.
