1. Develop and undertake a health check of our current programme and project maturity
2. Undertake a full P3M3 assessment at portfolio level within Major Projects (including access to circa 5-6 key resources for the purposes of interview and evidence).
3. Review of the current professional learning and development strategy, providing feedback on its contribution to the desired maturity improvement and recommendations for improvement.
4.Detailed report and roadmap, linked to the P3M3 model, articulating the activities required to attain a level 4 maturity, a clear linkage to current improvement activity underway, and suggested timescales for appropriate creation, transition and embedding

I can clarify that given it is a Programme Manager Call-Off that 1 specialist is now the expectation, and that was an error.
It was an attempt to provide flexibility for tenderers within their proposals. However, on further discussion, and that the Call-off is specifically for a Programme Manager, 1 specialist is our expectation. - 9. In reference to the answer to clarification question no.8, are you open to receiving proposals from Suppliers which constitute a delivery model of more than 1 specialist assuming the proposal comes under budget?

Nichols joint HE/ORR report on HE delivery maturity (2021) - 12. As part of the “health check of your current programme and project maturity” requirement. Are you expecting a full P3M3 level assessment for each programme (i.e. PgM3) and project (i.e. PjM3) too?
- We are expecting a a full P3M3 assessment at portfolio level within Major Projects and not for each specific Programme and Project.
- 13. It a necessity that the consultancy submitting an application needs to be a be an AXELOS consulting partner, licensed to use P3M3 or is previous experience by the Programme Manager of using the guidelines of the tools to make an assessment acceptable?
