About the work

Why the work is being done
• Home Office have recently implemented the largest Government Oracle cloud implementation in the UK serving over 35,000 users, utilising SaaS, PaaS and IaaS services.
• Home Office require a supplier to drive future enhancement and innovation of the solution to deliver further improvements to the user experience, solution scope and delivered benefits aligned to the department’s vision.
• The scope of work will cover:
o Functional enhancements to the SaaS solution
o Technical enhancements for integrations and PaaS extensions
o Onboarding other government departments onto the Metis platform
Problem to be solved
• The METIS programme is transitioning to become a Product-Centric organisation supporting live services and realising the potential of technology on an ongoing basis
• Enable the HO to work more intelligently, integrate and share data across the organisation to minimise the resource necessary to access the relevant data.
• Improve the service for users by adopting recognised industry best practice, reflecting prioritised business requirements, streamlining business processes and improving the system functionality and giving staff a better user experience
• Onboard additional government departments into the existing Metis solution as new legal entities.
Who the users are and what they need to do
• The Home Office is the government department responsible for UK's borders and homeland security and has users both in the UK and abroad. The user base of Metis is broadly covered by:
• Self Service Users (35k civil servants) performing HR, payroll, finance, procurement and CX service functions across multiple locations and SaaS services. User journeys needs to be efficient as possible, achieving a seamless user experience across the different SaaS/PaaS applications.
• Shared Service Centre professional users and professional business users performing ERP, CX, EPM transactional processing and OACS reporting

Any work that’s already been done
Yes. Home Office have already migrated their legacy on-premise ERP system to a full SaaS/PaaS/IaaS Cloud Suite between 2018-2020 for Home Office and DBS business units covering HR, Payroll, Finance, CX, EPBCS, DRM, OACS. IaaS/PaaS services have been used for all integrations, identity management, OACS data warehouse and a number of PaaS extensions complementing the SaaS solution. There is an existing backlog of changes required to the system as well as a portfolio of larger system change initiatives being planned for future delivery.

Work setup

Address where the work will take place
The Services will normally be carried out from a Home Office location in Croydon. Following the Government’s COVID-19 guidance, the team is required to work from home or in a safe environment and to attend meetings using digital channels. Once the current restrictions are lifted, occasional working from home may be permitted with agreement from the relevant Product Managers and in line with Home Office policy
Working arrangements
This will be based on the output of deliverables and availability of the team during normal office hours for the purpose of meeting and governance.
Deployment and post go live activities may require out of hours support, this is to be agreed as the need arises.

Service Providers will undertake work within the United Kingdom on Home Office supplied devices
All staff to be UK based and clearable (i.e. right to work or UK Citizenship)
Security clearance
The service providers’ staff will be required to have as a minimum SC level security clearance prior to commencing work, staff not in current possession of SC security clearance must undergo SC security clearance. All clearances will be confirmed by the Home Office Security prior to commencement.

The work will be subject to the terms of the DOS 5 framework and conducted under Statement of Work which will be subject to either Fixed Price or T&M.

  • Demonstrable and recent (within the last 2 years) experience of delivering Oracle SaaS implementation, integration and API services within an Agile delivery model, outlining the contracting approach.
  • Demonstrable and recent (within the last 2 years) experience of delivering Oracle SaaS implementation, integration and API services within delivery models other than Agile, outlining the contracting approach.
  • Demonstrable and recent (within the last 2 years) experience of delivering Oracle SaaS implementation, Integration and API services whilst applying a user-centred design methodology across all phases of implementation.
  • Demonstrable and recent (within the last 2 years) experience of implementation of Oracle IaaS/PaaS integration solutions, covering design, delivery, testing, release, hypercare and knowledge transfer to an applications service team.
  • Demonstrable and recent (within the last 2 years) experience of designing and implementing Oracle SaaS Cloud configuration for HCM & ERP.
  • Demonstrable and recent (within the last 2 years) experience of designing and implementing Oracle SaaS Cloud configuration, integrations and API’s for EPM and/or ePBCS.

  • Demonstrable and recent (within the last 2 years) experience of design and implementation of integration solutions within Oracle Integration Cloud with Oracle SaaS Cloud use cases and explain patterns used.
  • • Demonstrable and recent (within the last 2 years) experience of designing and implementing infrastructure solutions within Oracle IaaS and PaaS to compliment Oracle SaaS Cloud use cases.
  • Demonstrable and recent (within the last 2 years) experience of designing and implementing Integrations and API’s to compliment Oracle Analytics Cloud use cases.
  • • Demonstrable and recent (within the last 2 years) experience of designing and onboarding an organisation/department into a new legal entity into an existing SaaS solution.
  • Demonstrable and recent (within the last 2 years) experience of implementing SaaS Payroll and execution of payroll parallel comparison testing and highly desirable including integration with pension providers.
  • Demonstrate adequate professional resource capability and capacity to deliver outputs on time and to budget. Resources assigned to this work must have referenceable experience of Oracle SaaS/PaaS/IaaS technologies.
  • Previous evidence of SaaS ERP implementations for public or private sector organisations with a similar size and scope compared with the Metis solution.
Nice-to-have skills and experience
  • Have Oracle Partner accreditation at Platinum Level in relation to the Oracle ERP/HCM/CX and EPM SaaS products and PaaS / IaaS services.
  • Demonstrable and recent (within the last 2 years) experience of designing and implementing configuration and reports within Oracle Cloud SaaS via OTBI, BIP and FRC.
  • Demonstrable and recent (within the last 2 years) experience of delivering digital solutions in Oracle Cloud SaaS that meet Web Content Accessibility Guidelines (WCAG) 2.1 A.
  • Demonstrable and recent (within the last 2 years) experience of delivering Oracle cloud SaaS on mobile devices.
  • Previous evidence of SaaS ERP implementations adhering to UK government finance standards and Civil Service HR principles.

No - The purpose of this procurement is to award the contract to the supplier that present to the Home Office, the most economical advantageous bid, through an open, fair and competitive competition

6. The Supplier will require sight of the Buyer’s policies to ensure it will be compliant as per clause 7.1 of the Core Terms. Can these be provided?

7. As the requirement is wide ranging – are you prepared to accept a consortium bid under one prime contractor that can bring the wider range of skills required together?
Under the terms of the DOS framework agreement, Consortium are allowed to apply and submit a bid via a Prime contractor
8. When asking for UK Government Finance standards are you looking for experience of supporting the financial functions within a Government Department or Agency rather than following standards such as UK GAAP?
UK Government Finance standards refer to the Government Finance Design principles, published by the Government Finance Function (GFF). As well as awareness of the requirements for UK Central Government departments driven from the Government Financial Reporting Manual (FReM) and HMT guidance for Managing Public Money.

Based on the projected value of this contract and associated risks, the buyer believes the initial Cap of £10m is appropriate.
