About the work

Why the work is being done
Medical Information Services (Med IS) (Programme CORTISONE and Defence Healthcare Delivery Optimisation Programme (DHDO)) require specialist Business Delivery support for the delivery of an Eco-System of Med IS capability to meet the requirements of the Defence Medical Services. CORTISONE is an incremental delivery of new capability that will replace current Services delivered as a combination of individual contracts and a Fully Managed Service. The intent of the DHDO programme is to reimagine and restructure the siloed, increasingly unaffordable and unsustainable model of Defence Primary Healthcare (DPHC) delivery in the Firm Base and leverage proven digital products and services to enable an ‘At Scale’ flexible delivery model of DPHC services across groups of partnered facilities. The Med IS vision is to replace current Services with a collection of Authority supported COTS Applications and Services to meet the need in all global settings. Some capability is being delivered now with further delivered planned once Business Cases are approved from Q2 FY 21/22.
Problem to be solved
The Programme needs specialist expertise who can support the team to secure Business Case Approval through the MoD and Cabinet Office processes and then support procurement and delivery activity. The specialist will be required to work with the Authority and its Enterprise of existing contracts to lead/support activities including; Business Case (BC) Assurance and Approval activities, generation of BC Cost Models (including CAAS/CAT approvals), Benefits Management / Realisation, Quality Assurance/Documentation, Governance, Planning, management of Dependencies, generation/upkeep of supporting Artefacts including MDAL, ITEAP, TLMP, Procurement and Commercial Strategies. They will also be required to lead Market Engagement activities pre-competition and provide SME input to scheduled Governance Meetings and Programme Boards. The Delivery Team will also require resources to deliver some of the SAFe Agile roles to lead/support the Programme delivery methodology, eg RTE and Scrum Master with Knowledge Transfer/Coaching to upskill the Delivery Team. The fully detailed SOR can be requested from

Questions asked by suppliers

1. Would you consider sponsoring for SC clearance?
The Authority will not rule out a candidate who is not SC at the point of application, however, the candidate must obtain necessary security clearance at Contract Award. The Authority are not offering to sponsor clearance due to the timescales it takes to get clearance which is extended at the moment due to Covid -19
2. Will successfully competing for this contract preclude the service provider from competing for and acting as the Design, Develop and Deliver technical delivery partner and/or providing supply-side services to either the CORTISONE Programme or the Defence Healthcare Delivery Optimisation (DHDO) Programme in the future?
The MOD will permit suppliers to operate on both the client and supply side providing an actual or potential COI can be satisfactorily managed to avoid any unfair distortion in competition.
3. For questions 1 and 7, where you have requested examples from the last 12 months, would it be acceptable to extend this to the last 24 months? Given the unique circumstances of the last 12 months, this would enable us to highlight a broader, more representative set of cases for the work we deliver.
Yes, examples that have occurred over the last 24 Months would be acceptable.
