Why the work is being done Work is two-fold. Firstly to ensure that organisations that are part of the wider Home Office Group are able to integrate into the HO and make use of corporate technology capabilities. Secondly to deliver local capability, that is often specific to the Business Area’s operational needs.
Problem to be solved Deliver technology change in the Businesses , in a responsive way, through the use of skilled, experienced and qualified resources. Technology change can be enabling the shared access and implementation of corporate capability, and/or the delivery of local capability, specific to the local needs.

• HO CPFG-related work at the National Crime Agency
• Small and low risk HO CPFG projects

It should be noted that this tender includes both HO enabling projects for the four Business Areas categorised above, and delivery of local capability where appropriate. For other HO CPFG Arm’s Length Bodies, the scope includes HO enabling projects only. Delivery of local capability for HO CPFG ALBs is the responsibility of ALBs, and is excluded from the scope of this work.

1. Will the Home office be sponsoring and holding individuals security clearances? Yes, where it is necessary to do so.
2. Are the home office willing to accept other DBS security clearances? No. Individuals must be a minimum of SC in order to take up these roles.
3. If we have resources that can pass BPSS and we think would qualify for SC clearance, would that be acceptable?

Are you looking for pre-cleared resources or will you help attain SC clearance ?
Whilst the objective is to be able deploy resources quickly, and the ability to provide suitable SC resources will be an advantage in this respect, it is recognised that the need for SC clearance may occasionally restrict availability. The Home Office will work with the successful supplier to optimise availability and to arrange security clearances when necessary to obtain the required skills.
4. Are you able to clarify the likely balance of the work across the different disciplines listed?

8. Will the supplier be accountable for the delivery of the programme or will HODDaT appoint a programme management team to oversee the work? There will be oversight of the client-side team, but we always expect suppliers to be accountable for their work.
9. Is the intention that ALBs and the wider Home Office Group will integrate/on-board to HODDaT live service tool and processes and enabling services ie. Core Infrastructure, EUC, applications, ServiceNow? There is no single approach planned for this area due to differing needs and complexity.
10. Is the supplier expected to be the interface between HODDaT, and the four business areas identified and/or will the team sit within/across the four business units? The question seems a little unclear; the supplier would be expected to do the bulk of the work and therefore have the majority of contact with the business areas covered by this contract.
11. Will expenditure and call off requirements be managed centrally or will local requirements be called off directly? Managed centrally, subject to local agreement.
12. Will more than one contract be awarded? No, we will appoint only one supplier.
13. Are there any known constraints from the core capability to prevent parallel activities across multiple ALBs/areas of the Home Office Group? No (other than capacity of people and budgets).
