Leading as a technical consultant any agreed changes for implementation. The role will also potentially include acting as an expert technical advisor on the replacement of the current PNC mainframe.

- PNC Change Team (civil servants) within the Home Office Police and Public Protection Technology portfolio.
- What the specialist will work on
- This will be supporting the existing team in planning and supporting the delivery of a number projects to sustain the operation of the Police National Computer (PNC). The specialist will be a member of the CRTO Office supporting the PNC Change Team within the Home Office PPPT portfolio. Other engagement will include working with the National Law Enforcement Data Programme and the varying technical / services support teams based at our Hendon Data Centre.

- Working arrangements
- This will be a part time role estimated at least 3 working days per week. This may vary over the life of the contract. Please note that this role has been initially assessed as being outside of scope of IR35. The IR35 status will checked again at the point of contract award.
- Security clearance
- The specialist must either have SC clearance or be prepared to undergo the SC Clearance process, as well as Non-Police Personnel Vetting (NPPV3). The Home Office will support this process.

Skills and experience

- Recent (within the last 2 years) demonstrable experience of working on National Policing Systems.
- Recent (within the last 2 years) extensive demonstrable experience over 10 years of designing and supporting solutions with Fujitsu mainframe technology (Mainframe SE700 H/W with BS2000, OSD v9, UTM v6.3)
- Demonstrable experience over 10 years of designing and supporting solutions with Software AG mainframe technology (Natural v427, Adabas v825)
- Recent (within the last 2 years) demonstrable experience developing and or supporting products implemented in a mixture of Cobol, C, 390 assembler and Easy Case assembler.
- Nice-to-have skills and experience
- Working knowledge of software such as, LiveSM5 Additional Security, SRG Signon,NSPIS,VODS,QUEST,ANPR,PFI and MLOG

- Yes, an individual has performed this role for the last two years. It was previously competed on this DOS framework in 2019.
- 2. “Please note that this role has been initially assessed as being outside of scope of IR35. The IR35 status will checked again at the point of contract award”. Please can you clarify what factors about the role may change and therefore affect the initial “Outside IR35” assessment?

Apologies for the confusion. The Home Office anticipate that this role will be outside IR35 for the duration of the contract..
Ahead of the June 2021 legislation going live, we are awaiting further Home Office guidance/templates. This may require completion of additional forms and an IR35 re-assessment after the award has been made. - 3. With regards to home working – How much travel to the Office Home client sites will be required? Most candidates are still very concerned about travelling to an office if the work can be delivered effectively from home.
- Remote access to Home Office systems is available. No contractor will be expected to attend a Home Office site under current COVID restrictions.
