Why the work is being done
Providing right tools and functionality for users that help them deliver citizen services has been the key focus of Digital Workplace transformation. In order to maximise the return on investment on Mobile devices and increase employee productivity there is an opportunity to develop custom mobile apps for DWP employees.
Mobile Apps will support the work of DWP Staff allowing them to carry out specific tasks efficiently using their DWP mobile. The application is for internal DWP workforce consumption and is being delivered to enable greater productivity, flexibility and operational efficiencies.

Stage 1: Discovery

DWP are looking for a Supplier to undertake discovery work to explore the opportunities around in-house development of mobile applications, and require a supplier to undertake the associated activities for a Discovery Phase. The outputs from Stage 1 (Discovery) will inform any Stage 2 (Application Development) activities associated with this work.

The Supplier shall provide the following key deliverables.
1. User Research results & recommendations
2. Wireframes/storyboards
3. Benefit realisation opportunities
4. Mixture of Hi/Lo-fidelity prototypes & designs
5. A value for money case

At the end of Discovery Phase, the Supplier shall provide a High Level Design (HLD) document incorporating the deliverables from Stage 1, as above.

Stage 2: Application Development
-The Supplier shall deliver a demonstrable, functioning mobile application developed for DWP
-Delivery of the application to include transfer of code and IP to DWP
-The Supplier will undertake knowledge transfer activities to DWP staff
-The Supplier shall include low level designs and test results

We had earlier conducted an app discovery exercise that found custom mobile apps as key opportunity for the department. We have had some suggestions around possible app development to solve user pain points with their day to day tasks. As the use cases may have changed during pandemic, there is a need to conduct a validation exercise of the suggestions for apps development by our users and select the most valuable concept for app development.

The Enterprise Mobility team at DWP currently have a Delivery Management, Architecture and Business Analysis Capability and it is likely work will involve both DWP staff as well as a contingent resources.

They will not. Suppliers should be in a position to be able to provide onsite resources if required for particular activities.

The user need has been kept broad intentionally. This is a greenfield project and therefore suppliers should consider sharing anything they consider relevant to accelerating a project of this nature
