What the specialist will work on
The Department for Digital, Culture, Media & Sport is looking for an experienced deployment team to help support the department deliver its ambitious IT Transformation programme in 2020. The programme broadly looks to renew exsisting infrastructure, devices and services, across a user base of c.2000.

Due to current working practices this requirement is remote based. You will need to scope a suitably sized team to deliver upto 2000 deployment sessions by the 30th October 2020. Proposals should incorprate a percentage of risk with the possibility that not all deployments will be completed in this timeframe. All resources must have a minimum of BPSS security clearance in place. DCMS IT equipment will not be provided through this engagement, all deployment specialists aligned to delivery must have access to a GSuite account to enable remote deployment sessions through Hangouts Meet & Chat

Questions asked by suppliers

1. What is the Problem that needs to be solved?
DCMS will be shortly rolling out a range of new laptop devices across a user base of c.2000. These devices will be a mix of Windows and Mac. Deployment activity will be carried remotley in- support of the Departments current working practices. The requirement is for a team of Deployment specialists to support the project in deliving this transformation activity. Activity needs to be complete by the end of October 2020
2. Who the users are and what they need to do?
As a DCMS user my current laptop is being replaced/swapped.
I need to enroll my new device onto the DCMS platform, this requires connecting it to a data network (Wifi or 4G), to enable auto enrollment of the device, so that I can contiune to operate/work.
3. is this a new requirement? Has any work already been completed?
POC and early adopter programme has been completed to test the end to end process and map user journeys. The original deployment plan looked at predominantly a 'return to base' scenario where users would come in and swapout devices. In line with current requirements and working practices this has now been shifted to a 100% remote delivery.
4. is this a specailist role rather than outcomes based?
the requirement has been advertised as 'specialist role' based on the level of experience and knowledge required to deliver the required outcomes. Based on the requirements we are looking for a number of specialists to deliver these outcomes.
5. 1) As part of the team of specialists do you expect a PM/Coordinator to be supplied by the successful vendor?
2)What is the split between Mac and Windows laptops?
3) what are the implications for missing the deadline for full deployment?
1. there is an expectation that there will be a lead representative that we will interface and interact with through the engagement. What this role is, is to be defined by the supplier.
2. split is approx. 60% Mac, 40% windows (2000 devices )
3. there are a number of factors and dependencies around this, hence the guide of 35 days to account for slippage and or delays. We require to be as close to 2000 deployments as realistically possible in the time available.
6. Is the 35 day a time constraint or a resource constraint – is it 35 days of effort for the entire project or 35 days per specialist?
The 35 day duration has been provided as a guide for the pupose of providing a cost. This is neither a time or resource constraint. We are looking for suppliers to provide a suitably sized deployment team which gets us as close to 2000 deoplyed users by the end of October, bearing in mind the info already provided.
7. Is there an incumbent supplier?
No this is a new requirement.
8. You have stated that the length is 35 days but also within the working arrangements to deploy as many as possible before the 30th October? Please can you confirm which is correct.

Also, you have stated a start date of 13th October following the application closing date of the 9th. Is this a realistic time frame for the Authority to assess all applications, shortlist, award, draw up contracts and for the supplier to mobilise a team of BPSS/ DBS checked specialists?
Both statements are correct and valid. The intention is to complete as many of the 2000 deployments as possible by the 30th October, we have built in contingency arrangments to account for any failed deployments annual leave staff absence etc which accomodate a degree of slippage upto a max of 35 days. the planned start date is achievable on our side and we will be sifting this campaign over the weekend to ensure we can meet our proposed start date. Short listed suppliers will need to be available on the 12/10 for any clarifications/follow-ups.
9. How many deployment specialists do you think is required?
We have left this open to suppliers to scope accordingly in line with the stated requirements
10. How do you want us to complete the budget requirements? To provide a representative day rate for an individual deployment engineer or an indicative overall price for delivery of the outcomes?
Please submit a blended day rate for all proposed resources, (indicating the team composition) we will use the rate and the '35 days' to get to a final proposal cost for the evaluation
11. How many deployment engineers do you have already onsite that this team will support?

12. Would this be out of scope of IR35
This work is outside of IR35, we have completed an internal assessment of the role and deemed it out of scope of IR35
13. RPA can eliminate inconsistencies and errors from manually technology refresh work for 2,000 users & delivery significant ROI. Who could we contact to discuss using RPA to complement the current DOS4 opportunity?
RPA bots can perform tasks such as, check user device age to determine if it should be replaced, check software versions & update when out-of-date, confirm anti-virus is installed, search for locally stored files, create access rights for shared storage, decommission/ create/ update user accounts, install software, configuration software parameters. All changes will be audited and reported. This can be repeated, with updates on a continuous cycle.
