About the work

Why the work is being done
The Border Force Risk Identification Teams require a restricted in-house system for data management. The teams currently have access to the IBM i2 iBase software via Poise which will be used to securely manage and search across the information and intelligence the teams hold. However, the software needs setting up correctly to enable this. Therefore, IT support is essential to make the system fit for purpose.
Problem to be solved
An IT specialist is required to deliver this bespoke element to the i2 iBase software which the Border Force Risk Identification Teams already have installed.
Who the users are and what they need to do
The bespoke service requirement is that the software be set up to do the following;
1. Allow for the storage, search and analysis of linked-entity data, providing visualisations and reporting on data contained within.
2. Designs and provides a schema which will structure the data required for storage in a way which provides the best analytical abilities over that data.
3. Allows for rules to be created which will automatically weed (delete) data from the repository, based on predefined conditions including age and security classification (Weeding Asset).
4. Uses ‘scored matching’ to find relevant records and listing them in order so that it can be identified how well those records match a query.
5. Implements a simple security model which allows the visibility of data to be restricted on a per user group basis (single security dimension only).

Questions asked by suppliers

1. Whats the budget and contract length?
The work is not anticipated to take more than 100 hours. Budget details will not be published: this is a competition based partly on price.
2. Please can you confirm the start date? Is it the 20th October or 10th October?
Apologies for the typo: the latest start date is Tuesday 20 October 2020.
3. Please can you confirm if this engagement falls outside of IR35?
This does fall outside of IR35.
4. What is the expected contract length?
Please see the response to Q1.
5. We believe that government policy is not to exclude potential bidders for public sector work on the grounds of not already holding a particular clearance as it is potentially discriminatory. Please could you confirm if your understanding of the government policy is the same and whether, therefore, the Buyer would be willing to put any winning candidate through the SC process if such clearance is not already held?
Security clearance is required for all the obvious reasons; it would be unreasonable and counterproductive to delay contract start dates in the hope that contractors might be satisfactorily vetted, which is not a given. The Authority is always willing to assist in securing appropriate clearance, but will not delay the start date.
6. We have not identified any any area for pricing. Is pricing required at a later stage?
This is a 2-stage competition. Pricing will be requested of those suppliers who are shortlisted to go to the second stage.
