What the specialist will work on
A Full-Stack Java Developer is required to develop the Trainee Information System (TIS) Revalidation microservice. It is expected that the MVP will be launched in December 2020.

This involves implementing new functionality and working closely in a small squad, sharing knowledge, pair programming and developing the understanding of the application within the current TIS team.

- Appreciation of RESTful APIs and complex systems integrations
- Source Control: GitHub
- Working 'Agile' (using Scrum) in a pair programming environment

Work setup

Address where the work will take place
This office that this person would work out of is London. The TIS team is geo-located across both London and Manchester.

HEE additionally has offices around the country that could potentially also be used for this role if London (or Manchester) did not suit.

However, with the current COVID-19 situation, the role would initially at very least be one of working from home, possibly for the duration of the contract.

*NOTE*: During this COVID-19 pandemic, all staff work from home. This role will be similarly affected.

Questions asked by suppliers

1. Is there a current incumbent?
No. However there has been significant work carried out on this part of the codebase recently, this role is designed to complete that work towards a production-ready application.
2. Given the contract is remote, are you okay with the specialist not being based in the UK
No. We are only interested in candidates based within the UK.
3. Are extensions possible beyond 4 months, up to the 2-years allowed by DOS, or is the contract fixed at 4 months
We are currently only considering this to be a 4 month contract. At some point during the next 4 months we are expecting to be ready to deploy the app to a Production environment, and at that point begin folding it into business as usual for the permanent members of the team.
4. Could you confirm the budget for this role
Please see the details in the role description above under "Maximum day rate".
5. Would you consider a Full Stack developer in nearshore location in Europe
No. We are looking for someone based within the UK.
6. I have tried to submit more than one application for multiple candidates but the system will not let me please advise
The DOS framework on the Digital Marketplace is designed for agencies to submit one candidate for the role only.
7. Are all the essential skills required? e.g Camel?
Yes. We feel "Essential" to be just that. It would be very difficult for a developer to work on this codebase without at least some appreciation of Camel.
8. Is there a current or preferred incumbent?
No. We use the DOS framework to trawl for the best candidates we can find.
9. Could you please confirm that you are looking to start on 1 September and are committed to meeting it? we are asking this question as the start date looked very aggressive
Yes. While the turnaround is very aggressive, we are looking for candidates that are available, not ones that will become available shortly.
10. Would it be possible to work remotely outside EU, given that supplier can provide sufficient confidence and information around security?
No. We are looking for candidates based within the UK
11. Can you confirm if there is a ceiling for the daily rate and what this might be? Based on the scoring matrix from DO4 guidelines this opportunity seems to be biased towards lower cost rather than higher quality and any guidance would be greatly appreciated.
I refer you to the description above: Maximum day rate.
Also, our scoring weighting is clearly favouring technical competence over price, with cultural fit a significant factor.
12. In regard to Q1, who has carried out the "significant work" on the codebase recently? A permanent member of staff or a supplier?

If a supplier, is their contract ending before Sep 1st?

If their contract is continuing beyond Sep 1st, will they be available to do hand-over with the specialist?
Contractors contracts are ending before 1 September.
A combination of contractors and permanent staff have worked on the App, so there will be some continuity.
