Why the work is being done
HMPO is transforming its IT services, moving to a more agile, product centric, cloud first architecture, and is significantly advanced in the implementation of this transformation. A key element of this is the transformation of how our data is stored, appropriately shared, and utilised. Much of this is predicated on a Serverless architecture with a high degree of automation, and very high security standards.

Who the users are and what they need to do
HMPO needs an Enterprise Architecture and Solution Architecture service to support the in-house TDA team in (1) setting overall technical direction, (2) promoting and assuring alignment and convergence to the HO Technology Strategy, (3) defining High Level and where required Detailed solution architectures for new Digital Products and architecturally significant enhancements to existing Digital Products (4) assuring consistency, reliability, security and interoperability of HMPO's solutions end to end. This service covers a range of user needs inc: As Portfolio CTO I need to ensure IT solutions for HMPO intiatives meet the user needs, address key NFRs and align with HO Technology strategy.

Capability currently exists for most of these services but provided through several individual specialists rather than one service offering. There a few dozen projects supported some yet to be initiated.
Existing team
HMPO's Transformation is being delivered by a mixture of in-house resources and other suppliers, the successful bidder will need to work with, including Level 1 and Level 2 support, Delivery teams for Digital Products, Technical Design Authorities and HO Cyber function.

  • Experience of providing architecture services in an agile environment, and application of GDS principles and best practices
  • Experience of applying Scaled Agile methods
  • Experience of leading initial architecture envisioning efforts
  • Experience of defining technical strategies to migrate off legacy infrastructure
  • Experience of Cloud first and Hybrid Cloud/On-Premise architecture best practices, ensuring systems are Reliable, Secure, Cost effective, Operationally efficient and interoperable

1. Can the Authority please confirm whether this opportunity is assessed as inside or outside of IR35?
This opportunity has been advertised as an outcome based service using an outside IR35 Framework Agreement. Therefore, this opportunity is deemed outside IR35.
2. Can the Authority please confirm how they expect the delivery team to be comprised in terms of SFIA level (i.e. whether they envisage SFIA level 5 resource being required, or level 4)?
Shortlisted bidders will be supplied with a requirements document. Bidders will be required to suggest the delivery team SFIA Level and size of team to deliver these services.
3. Is there an incumbent?
No - The Capability currently exists for most of these services but these are provided through several individual specialists rather than a single service offering.
4. Will there be an expectation to novate existing contracts and consultants into the service?
There will be no expectation to novate existing specialist contractors.

The Authority has not highlighted the current capability at any particular SFIA level. It is for the bidder to suggest the most appropriate SFIA Level to deliver the service based on the requirements document that will be provided at shortlist stage.
13. Can you please describe the tooling used for architecture repository?
The Authority uses a a blend of tools. Outputs are published to Confluence.
14. Can you please describe your code base (like Java,.Net etc)
The Authority uses a combination, but it is largely Java or Node.js
15. Does the current team structure have a Data Designer as a separate role?
It is not clear what is meant by "data designer". The current capability as provided does not have such a role
16. Is HMPO currently using or intending to use Scaled Agile methods?
HMPO have adopted scaled methods such as Disciplined Agile
17. You have stated a Target Rate Card in the advert. Do you have a maximum rate and will this be mandated?
Yes - We have a Maximum Rate which will be supplied to the shortlisted bidders. These maximum rates will be mandated and failure to meet this mandatory requirement will lead to disqualification. Ideally suppliers will provide rates at or below the Target Rate parameters already stated in the advert.
