Who the specialist will work with
You will primarily report to the Defence Digital SCIDA Project team but will be supported by the regional Def Sites team in which they are based.
What the specialist will work on
Delivery of the SCIDA function and its outputs in line with JSP 604 guidelines and Defence Digital processes –
Completion of Service Level 1 and Service Level 2 SCIDA audits.
Completion of ECR (Engineering Change Requests) at stages 3 and 5 delivery.
Completion of site infrastructure baselining.

The role will be responsible for providing SCIDA services at Defence sites in Lincoln, Derbyshire, Stafford, Shropshire, Wales, Gloucester, Oxford, Buckinghamshire, Bedfordshire, Cambridge and Suffolk..
Working arrangements
The work will be delivered from multiple sites within the defined geographical area. The specialist will work directly to the Defence Digital SCIDA Project team and be supported by the Def Sites team where they are based.

In undertaking the Services, the specialist will comply with Defence Digital SCIDA processes and ways of working.

Travel and Subsistence will be paid on an actuals basis and aligned to MOD Policy.
Security clearance
SC clearance is required at commencement and for the duration of the engagement.

Skills and experience

  • A SCIDA qualification or evidence of two years employment as a SCIDA within the last five years 30%
  • Demonstrable experience and knowledge of Service Validation and Acceptance of ICT services 20%

Questions asked by suppliers

1. Is there an Incumbent?
This is a new requirement and therefore there is no incumbent.
2. What is the IR35 status of the role?
The role has been determined as Outside IR35
3. Are you willing to sponsor SC clearance, in line with current government policy?
Due to the timescales involved in getting clearances and the duration of the contract, the requirement is that any specialist holds relevant clearance at commmencement and for the duration.
4. Please can you confirm how much on site work there will be?
It says the work can be done remotely but also that the specialist will be based from various sites in the UK.
Due to the nature of the work it will require a significant amount of time spent on various sites across the region that the individual is based. The three tasks, SLA Audits, ECRs and site baselining cannot be completed without attendance at site. They will have responsibility to complete these tasks on approx 100 sites per region, therefore will require attendance at various sites throughout the term of the contract.
5. Can the Authority please confirm where the regional team office is located?
An MoD site office location will be agreed as a permanent duty station for the duration of the contract, and a desk and desk phone will be made available.
6. Can the Authority please confirm whether the consultant will operate from the DD regional team office with a phone and desk space provided, or be home-based?
An MoD site office location will be agreed as a permanent duty station for the duration of the contract, and a desk and desk phone will be made available.
7. Can the Authority please confirm that a MOD laptop will be provided and will require a Wi-Fi connection to undertake the tasks if the consultant is working from home?
The permanent duty station office will have a desktop UAD available to the consultant. Various options are available to provide mobile connectivity for remote working. WiFi connectivity will be required if the consultant is working from home.
8. If home-based, can the Authority please confirm that the consultant will be able to claim T&S from their home location?
The post is not home based. Occasional homeworking may be an option agreed on a case by case basis by line management. T&S claims will be based on permanent to detached duty station.
9. Due to time spent travelling to undertake site visits, can the Authority please confirm if a mobile phone will be provided?
A talk and text mobile phone can be allocated for the duration of the contract if required.
10. Can the Authority please confirm whether the consultant must provide their own transportation or will MOD pool vehicles be provided for travel? If MOD pool vehicles are provided, where will they be located?
MoD pool vehicles will not be provided for travel.
11. Can the Authority please confirm that a MOD site induction process will be required to cover H&SW aspects across the range of different sites within the defined geographical area and that a MOD contractor pass will be issued to cover all sites?
All staff must comply with the H&S and security requirements of the MoD sites that they are attending. A temporary MoD contractor pass will be requested for the permanent duty station. If an additional pass is required for other sites then it will have to be requested in advance of site visits.
12. Is there scope for the role to be extended beyond 31/03/21
There will be no option to extend the contract.
13. Will the base location be a particular site for each

Yes, T&S will be chargable at the rates stipulated in the MOD T&S policy.
15. What GFA will be provided my Defence Digital to each engineer
The Authority will provide the specialist with access to its IT Systems and access to sites.
16. Will each SCIDA Engineer be based at any particular location and claim travel and subsistence from this specified location or will travel and substance be claimed from the nearest site. Please explain.
An MoD site office location will be agreed as a permanent duty station for the duration of the contract. T&S will be claimable from this stations (minus normal home to permanent duty station mileage) on a pence per mile basis that is in line with MOD Policy.
17. What Government Furnished Assets (GFA) will be provided to each SCIDA Engineer. Please list
Access to a suitable MoDNET Uaser Access Devi ce, and a basic talk and text mobile phone where required.
18. Although the requirement states 'two years employment as a SCIDA within the last five years'. Would you accept an individual who has worked in SCIDA environments for more than two years in the last five years?
Yes.
19. When are interviews for this position likely to commence?
It is anticipated that interviews will happen in July/August 2020.
20. Is the 1st of September the official start date, or is there a possibility of an earlier start date?
The 1st September start date is anticipated to be the latest start date. There may be an opportunity to start slightly earlier.
21. I notice in your Q&A to date, there is no option to extend the contracts. Please can you please explain how Defence Digital will manage the tasks of the Scida engineers after the contracts expire?
There is currently only funding approval until the 31st March 2020. Additionally, Defence Digital are running a procurement for the Digital and IT Professional Services framework. It is anticipated that any future requirement will be fulfilled through that framework.
22. Some of the questions request evidence of qualification or experience across environments, and some ask for examples in the plural. Can the Authority confirm if responses can be provided to give a range of evidence, rather than in the standard DOS structure (i.e. a single example in the form of situation/ work done/results)?
Although the approach (Situation, Work, Results) is widely used, suppliers are advised to use their discretion when writing responses and make the best use of the 100 words available to them.
23. We are a long-term specialist provider of end-to-end SCIDA Services to the MoD. We are responding to each of the SCIDA requirements as a company that not only provides highly experienced professional SCIDA engineers across the UK, but also with supporting functions and the full backing of a global company. Please can you confirm that this is acceptable to the Authority for this first procurement stage and that a company representative team can also lead the next stage of the evaluation process, for all regions, as necessary.

The Authority requirement is for a full time specialist for each region. The specialists can work for the same parent company, however delivery through a representative team would not be appropriate due to each regional specialist being directly managed by MoD. Consequently, the Authority expects to interview the identified specialist as part of the process."
