What the specialist will work on
The Centre for Digital Public Services is a new arm's-length body funded by Welsh Government that aims to transform the design and delivery of digital public services in Wales.

We need a Programme Delivery Manager to coordinate and run the three main parts of our alpha phase:

1. squads/teams to run rapid discovery/alpha phases across the public sector in Wales
2. a knowledge sharing hub of good digital practice
3. an academy for skills and capability to train leaders and practitioners
4. other responsibilities to assist in the setup for the Centre

Work setup

The Centre for Digital Public Services has an all-Wales remit. We expect that the role can be delivered remotely for the foreseeable future making extensive use of video conference technologies.
Depending on guidance and circumstances during these unprecedented times, the Centre plans to take physical office space in Ebbw Vale, South Wales.
The Business Director and Chair are both based in South Wales.
Working arrangements
We expect this work will be done remotely for the foreseeable future. Should official guidance change during the duration of this engagement, you may be expected to attend meetings across Wales.
The day rate is inclusive of all expenses and we would expect to make optimum use of video conference technology where appropriate.
Security clearance
At minimum a security clearance at Baseline Personnel Security Standard (BPSS) will be required.

Buyers will use the essential and nice-to-have skills and experience to help them evaluate suppliers’ technical competence.

Essential skills and experience
  • Demonstrable evidence of having delivered multiple agile programmes and products/services
  • Demonstrable evidence of managing programmes with multiple suppliers
  • Demonstrable evidence of managing complex stakeholder situations
  • Experience in leading a collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of multidisciplinary teams
  • Demonstrable experience of mentoring and coaching more junior team members
  • Proven ability to challenge and remove any unnecessary barriers to service delivery
  • Understanding of user centred service design practices, Government Digital Service Standards and the assessment process
  • Strong negotiation skills and the ability to influence external partners, suppliers, stakeholders and customers to secure mutually beneficial outcomes

  • Knowledge of Government procurement landscape for digital and technology products and services.

5. In connection to "Working Arrangements".
Although the sentiment seems to be towards remote working for the majority of the 6-8 month contract, there will likely still be travel to South Wales which suppliers need to factor into their day rates.
The amount of travel is highly unpredictable for any party to estimate.
Given that, and for equality across day rates submitted, would it be possible to either:
1. change it to day rate only, travel expenses excluded?
2. specify a number of travel days which suppliers should factor into their day rates ?
We would expect the supplier to submit a day rate that includes reasonable T&S.
We cannot predict when travel for face-to-face meetings may be allowed again and would expect the supplier to make optimal use of remote working, supporting virtual teams and making use of appropriate video conferencing technologies during these unprecedented times. Therefore, we cannot predict how many travel days will be required.
6. Do applicants need to have BPSS clearance already or can this be sponsored by you prior to contract start?
The Centre for Digital Public Services (CDPS) is an arm's length body of Welsh Government and as such BPSS is a requirement for this role. It is a pre-employment check and does not require sponsorship by a department. It is the responsibility of the supplier to provide the evidence for these checks to CDPS.
7. Has the scope of the academy of skills been defined? e.g. project/program delivery set-up, technical skills to enable efficient project/program delivery, technology platform skills, service delivery best practice, usage of technical toolsets like Service Now / JIRA? If so, can the high level scope be shared?
The Academy will initially look to provide digital skills training to senior leaders across the Welsh public sector. The full scope of what will be covered has not been set but will be appropriate for a leadership level with further digital skills training delivered to other public sector staff.

14. What type of service delivery alphas are covered in this programme? i.e. alpha on CI/CD for service transition of digital applications, service delivery of infrastructure projects, defining ways of working, defining technologies etc. Is there any scope for innovation?
No decisions have been made as yet, we are still working with colleagues across the Welsh public sector on the selection of potential products/services that may be covered during the Alpha. Anything taken forward into alpha will solve problems that straddle the full Welsh public sector, such as Welsh Government, NHS Wales and local government.
15. Will this delivery include defining the digital capabilities strategy or has this already been defined? If yes, have detailed requiements / user stories also exist or do these need to be defined?
The Centre has only just been launched, so we do not know at this point if this is something that will be produced.

Payments will be made monthly on receipt and agreement of a statement of works for the preceding month.
21. Is the reference to agile in the description identifying agile objectives and delivery or is there a specific Agile methodology that is to be followed, e.g. DSDM Atern, Scrum, Kanban, etc.?
We would expect suppliers to be able to demonstrate their experience in using agile methodologies. We are not wedded to a specific methodology, as work has not yet started and teams are not yet in place. We will want to use the most appropriate framework depending on the needs of the work.
