Deliver an in-train ICT core service transformation (telecommunications, Windows 10, Office 365 to VCA’s UK and overseas offices, ensuring vfm, managing stakeholders proactively and ensuring successful handover to BAU.
Work with the Programme Manager and CIO to plan and initiate pipeline projects e.g. SharePoint on-line and shared drive migration. - Latest start date

- Who the specialist will work with
- The Delivery Manager will work with the Programme Manager, CIO, Service delivery team, suppliers and additional specialist resource for technical and security assurance to ensure common understanding, compliance and governance requirements are met.
- What the specialist will work on

Delivery of:
•the WAN, cloud-based VoIP telephony, Windows 10 and Office 365 migration for the VCA UK offices,
•cloud based VoIP telephony replacement to VCAs Italy office
Subject to establishing approved business cases and fully costed plans, deliver:
•all the above services to VCAs other overseas offices in Japan, the US and Brazil
•SharePoint on-line and shared drive migration
•VCA strategic transformation projects
Ensuring that:
•all required documentation is produced to in-house standards:
•Suppliers, stakeholders and are effectively and proactively managed;
•appropriate training programmes are delivered for new service
•compliance with Government ICT strategy and security standards; VCA governance requirements.

There is scope for remote working and at the Agency's office near Nuneaton, Warwickshire. - Working arrangements
- The assignment will be run from the Bristol Office but work from other locations can be agreed as required. Travel may also be necessary to other VCA sites. Standard working week/hours to be managed by the Supplier as they see appropriate.

- We currently see this role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day to day direction or supervision.

- Evidence and experience over a period of 3 or more years of project management and service delivery
- Evidence and experience over a period of 3 or more years of telecommunications technologies and industry
- Evidence and experience over a period of 3 or more years of Microsoft technologies and SharePoint on-line.
- Evidence and experience over a period of 3 or more years of Cloud technologies, specifically Azure and In-Tune
- Evidence and experience over a period of 3 or more years of presenting work at user groups and Management Board meetings, communicating technical concepts to a non-technical audience
- Evidence and experience over a period of 3 or more years of supporting enablement of in-house service management capabilities, engaging with staff and creating an environment of knowledge sharing
- Nice-to-have skills and experience
- Knowledge of Government procurement frameworks including CCS , G-Cloud and Digital Marketplace

Questions asked by suppliers
- 1. How much time would be required on-site in Bristol and/or Nuneaton? Considering the current COVID-19 restrictions and when lockdown eases?

Apart from a very small number of key staff, all VCA staff are working from home.
Some on site attendance in Bristol will be required but will be very limited. - 2. What is the IR35 status please?
- As stated in the requirements, we currently see this role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day to day direction or supervision.
- 3. Is there an incumbent in this role?
- This is effectively a new role. There is an existing role for Delivery Manager but the incumbent is leaving at the end of June with this and a new Programme Manager role being created.
