Assisted digital and accessibility requirements
We will require one participant with one of the following kinds of disability:
- Severe visual impairment (i.e. user of screen reading software)
- Moderate visual impairment (i.e. user of screen magnifying software)
- Mild visual impairment
- Severe dyslexia
- Hearing loss/ Deafness
- Moderate motor impairment (e.g. rheumatoid arthritis)
- Mild motor impairment (e.g. use of one hand)
- Colour blindness
- Autistic spectrum
- Mental health conditions

Research location
User research needs to represent the needs of people across the country therefore we need to recruit 50% cities and 50% rural, (example cities: Manchester, London, Newcastle, Birmingham, Bristol, Cardiff, Edinburgh, Glasgow, Belfast, Liverpool, Leeds)

You need to provide evidence that you can meet these requirements.
Access restrictions at location
These participants may be required for research sessions in our lab. In this case you must be able to put us in contact with the participant so we can check their requirements and confirm arrangements in advance. On some occasions we may also want to go to the participant's home to do research.

You must be able to provide participants with accessibility needs to take part in this kind of research.
Number of research rounds
Approximately 60 - 85
Number of participants per round
It is usually 6 participants per round but we would like to have the flexibility to increase or decrease participants numbers

Spare participants - on a case by case basis
How often research will happen
Research takes place at least every two weeks and probably more frequently at some times.

At least 2 weeks notice of requirements will be given, although it will be necessary at some times for the supplier to provide participants with less notice than that.

Skills and experience

Buyers will use the essential and nice-to-have skills and experience to help them evaluate suppliers’ technical competence.

Essential skills and experience
  • Demonstrate ability to recruit users for phone interviews
  • Demonstrate ability to recruit users for field interviews (locations which could include someone's home)
  • Demonstrate ability to manage and deliver incentives, we will require you to provide incentives for the participants, by BACS only, not by cash.
  • Demonstrate ability to recruit participants which represent a wide geographic sample of the UK population
  • Demonstrate approach to recruit participants who have existing accounts with particular banks or online companies
  • Demonstrate ability to recruit specialist users.
  • Demonstrate approach to recruit participants spread across socio-economic groups. We actively encourage participants from the socio-economic groups D & E
  • All participants must be willing to be photographed and recorded on video during sessions
  • All participants must be willing to use a computer during sessions
  • None of the recruited participants to have taken part in a group or depth interview in the previous 6 months, or more than 3 in the previous 2 years
  • None of the recruited participants to have worked in Government, Local Government, Market Research, Web Design, Journalism, Public Relations, Advertising or Marketing
  • None of the recruited participants to have attended any kind of research for GOV.UK before
  • We would require you to create the screener for recruiting participants based on our criteria, and to maintain this for the duration of the engagement.
Nice-to-have skills and experience
  • Ability to recruit for face-to-face in-depth interviews, mostly in London but potentially in other areas of England
  • Ability to provide replacement participants at short notice should someone drop out

Proposal criteria
  • Supplier must be able to recruit Assisted Digital users (users with low digital skills) these participants should not be recruited online. See Research Plan: https://docs.google.com/document/d/18oo8ShT8f-i9VE_hBGRUu89gURYTss3EPCStJvAsv34/edit?usp=sharing
  • Supplier must be able to provide users at a short notice i.e. (one - two weeks)
  • No shows or users not meeting the required spec, refund to be given
  • Provide evidence of successfully recruiting participants who are less digitally skilled
  • How they’ve identified risks and dependencies and offered approaches to manage them
  • Ability to run multiple recruits at once

Questions asked by suppliers

1. The opportunity says that the contract is for 1 year and the number of rounds requested is 60-85 and they need to happen every 2 weeks. 1 year has 52 weeks therefore either we are missing something here or there are too many rounds. Also can you please confirm that you have £68K budget to cover 510 participants? If so, the budget is extremely low and out of market rate.
We forecast there may be a need for user research rounds of 6 participants every two weeks although more frequently at times. We do not guarantee the volume of user research rounds.

2. Can you please clarify how we should provide pricing for this User Research opportunity
It is likely we will ask you to provide pricing for a typical round of 6 participants and a total number of rounds. This will ensure we can evaluate all suppliers equally. This will be clearly outlined to the shortlisted suppliers.
