Why the work is being done The Careers website provides a careers marketing presence for the Civil Service as a whole. It delivers a flexible web platform capable of providing useful and engaging content to job seekers in order to improve the quality and diversity of candidates referred through to CS Jobs/Recruitment Platform for Government. It has been delivered so that departments and professions do not have to individually invest in careers websites, thereby enabling cost savings to the Civil Service.

The Civil Service Careers website successfully launched on 31 July 2018 with content from 14 Departments and 7 Professions (against the agreed MVP of 10 and 6). Additional content has been added since and the site now has content from 32 departments and 14 professions.

With high levels of recruitment taking place across the Civil Service to support EU Exit and other activities, the Career Site is used extensively by departments and professions to market their organisations. We have high levels of engagement with our customer organisations who collectively wish to fund, iterate and improve the career site.

We are seeking a development partner to work with us on enhancing and developing the live Careers Site.
Problem to be solved The Careers Site has had iterative development work carried out by contingent labour staff sourced through Fieldglass since April 2019.

It is anticipated that there will be a significant increase in the size and scope of feature developments to the site within the next 2 years. We need a flexible multi-disciplinary delivery partner that can work with us to enhance the service through an on-going series of defined statements of work.

We’ll need to enhance the Careers Site alongside development of the wider recruitment journey so this will also include working collaboratively on the end-to-end recruitment digital services.

Who the users are and what they need to do As a potential candidate I need to find out more about the Civil Service so that I can consider applying for a job.

As a Wordpress Administrator I need to be able to manage use and access to the Careers Site of Customer Departments Content Authors, Content Approvers and Content Publishers so that site pages can be created to attract potential applicants to apply for roles in the Civil Service.

As a Content Author I need to create and publish content, images and videos to be used on the Careers Site pages so that the site can be effective in attracting potential applicants to apply for roles in the Civil Service.

As a Content Approver I need to assess content, images and videos created by Content Authors which is to be used on the Careers Site pages so that the site can be effective in attracting potential applicants to apply for roles in the Civil Service.

As a Content Publisher I need to publish content, images and videos which have been approved by Content Approvers so that the site can be effective in attracting potential applicants to apply for roles in the Civil Service.

Any work that’s already been done The Careers Site first launched in July 2018 and has been gradually expanded and enhanced since.

Due to the marketing function of the site it was not suitable to adopt GOV.UK design patterns but the service had adapted service assessments.

Additional roles (such as user research) are drawn from the Recruitment Digital Services team which provides a range of cross-government digital services, alongside the Careers Site.

Work can take place remotely so the supplier will not be expected to work in this office though occasional face-to-face meetings may be required.
Working arrangements We expect to work with the development partner remotely using online collaboration tools (primarily Google Hangouts, Jira/Trello, etc.)

There may be a need for occasional face-to-face workshops but these will be arranged in agreement - for example, to work through a particularly complex enhancement.
