About the work

Why the work is being done
We are looking to migrate our main website, subsites and microsites onto a single Umbraco platform.
Initially we would like to focus on a lift and shift approach and upskilling of internal staff.
We would like to receive a quote to underpin a business case. The Business Case will ideally submitted to a decision board by end of March.
Problem to be solved
We currently have a core CMS on the Easysite platform and various other microsites on WordPress and Wix. We would like to bring these all within one platform.
We would like to be in control of adding new features/designs to the sites
We would like control over the security and auditing of site amendments
Who the users are and what they need to do
As a customer of Chelmsford City Council I would like to seamlessly interact with all council websites to get any relevant information that I may need to help me with my enquiry/purchase.

Questions asked by suppliers

1. What integrations are needed?
None
2. How much design input is needed from the supplier?
None. We are looking for a lift and shift
3. How many sites in total need merged?
The focus is on one main site.
4. Has a discovery phase been completed to better understand your user's needs for a new site(s)?
Yes it has. However this is a lift and shift for now.
5. Can you please advise the thinking behind migration to Umbraco?
Have you conducted user research or a technical discovery to explore all open source CMS?
The technology stack and infrastructure more closely aligns with current skills and infrastructure requirements
6. What is the budget? What is the expected project time-line? (4 weeks?)
For now we needed appropriate information to support a business case and we would like this information before the end of March
7. The budget range on this project is showing as '£0'. Is it possible to obtain more details on the commercial approach? For example, would you be looking to a SFIA Rate Card to determine the hourly rate for this project?
IT would be appropriate to have a SFIA Rate Card.
8. Please can you confirm the scope of this work is to rebuild the website accessed here: https://www.chelmsford.gov.uk/ in Umbraco CMS? Meaning it will carry the same frontend design/look/feel and offer the same functionality in terms of templates/modules?
Yes
9. A strategy Document is mentioned under prior work. How can we obtain visibility of this document?
This will be reviewed with the supplier once the work has been awarded
10. Has a complete inventory of sites to be migrated been conducted and if so how can this information be obtained?
Not yet but in the first instance it’s our main website
11. Which version of Umbraco have been proposed for use, V8 or Cloud? If V8 is infrastucture design part of the required proposal? If yes how many concurrent users are expected at average and peak times?
Cloud
12. Are you able to provide a list of sites that will form the scope of the migration to aid in pricing?
In the first instance it’s our main website
13. Do you have an assembled project team on your side?
Not yet
14. As you're not currently active Umbraco users, we assume you'll be expecting a level of CMS training towards the project completion?
Yes
15. On another clarification, you state you're preference would be Umbraco Cloud. May we ask the reasoning behind this? And, would you still consider submissions proposing a hosted Umbraco version 8?
Possibly as long as all upgrades/maintenance were covered
16. Do you have moderately up to date artwork files/designs for the current website templates? This will speed up the process for the re-build of the site in Umbraco, if it will visually be like for like.
Possibly not, this would need further investigation
