Building key messages making it accessible and translating technical/programme terminology into clear English. Working with NLEDP Programme and LEDS Policy on the comms content collation and creation.

Up to £650 per day maximum. Higher day rates will not be considered due to budget constraints.

About the work

Who the specialist will work with
Reporting to the Business Engagement Manager , you will be the ‘Hub’ team member responsible for planning stakeholder communications and creating comms collateral and content and planning engagements in the wider sense (i.e. outside of the regional change stakeholder manager activity). Working with a G7 and HEO comms officer to develop communications for our stakeholders. Working with Regional change Managers to develop comms for them to disseminate.
What the specialist will work on
A communications specialist with experience of stakeholder analysis to gather and respond to audience insights. They will be responsible for Information Content Publishing, content design and development of a digital channel on Knowledge hub and public facing to launch LEDS in the public domain. Develop from existing materials, user-focused messages with the ability to translate technical and language into plain English for public consumption.

They will develop and deliver integrated communication plans across a range of digital channels to ensure that communication is ongoing, open and clear.

There will also be a requirement to work at Home Office, 2 Marsham Street, London SW1P 4DF.
Working arrangements
A typical working day is 9am-5pm, however working outside of these hours may be required due to business/project need. The role requires flexibility as individuals may be required to work at any of the Customer premises and/or at supplier sites.

This will be mostly office based in Croydon and London but you can work from home one day a week, this will be negotiable and not a fixed day every week. Flex as the business needs arise.
Security clearance
Preference is for an SC cleared candidate who may also hold NPPV3. Home Office may consider sponsoring exceptional candidates who do not hold SC but are willing to undergo the SC clearance process.

Additional terms and conditions
T&S will not be payable for travel to sites within the M25. Travel outside of the M25 will be subject to HO T&S policy .

Questions asked by suppliers

1. Why is this requirement being published again?
Our previous advertisement was non compliant with framework rules and incorrectly stated the role was within IR35. We can confirm this role is outside of IR35.
2. Is the given rate inclusive of VAT and agency fees?
The daily rate should include agency fees but excluding VAT.
3. Please can you confirm contract length and IR35 status?
The contract length will be for one year with possibility an extension for a further year.

4. Is there an incumbent?
No, this is an entirely new role.
5. Could advise on the split of work between Marsham Street and Croydon? Also would it be possible for the specialist to be based at Marsham Street full time?
The majority of time worked will be in Croydon as this where the Programme is based. It is unlikely allowances would be made for the specialist to be based full time in Marsham Street.

There maybe opportunities to work from home but this will be in line with business needs and in agreement with the hiring manager.
6. Would you accept a specialist who's SC clearance has recently expired?
Our preference is for specialists who hold current SC, however, we would consider sponsoring SC if the individual is a strong candidate for the role.
7. Can we submit applications for more than one specialist?
Yes, but these must be separate applications.
8. Can you expand upon HO T&S policy, ie if the consultant is required to travel from the base in Croyden to Marsham St will this be expensed?
Home Office will not pay for travel expenses within the M25 area. This includes travelling between Croydon and Marsham St and vice versa. If individuals are required to travel outside of the M25 area Home Office will consider re-imbursing expenses on a case by case basis.
