HMRC CDIO are working to achieve greater stakeholder value of business investments, better portfolio of competitive products and services, enhanced financial transparency, agile responses to a changing business environment, and stronger information-based strategic decision making by using the Clarity PPM tool.
We are seeking a Service Provider with proven expertise in the delivery of support to assist in the development of HMRC's instance of the Clarity PPM tool. The service provider is required to support in the customisation and configuration of the tool, deliver technical consultancy and skills transfer, as required. - Problem to be solved
- The Service Provider will work with HMRC CDIO to provide support on all aspects of system management, performance, upgrading and maintenance of the Clarity PPM tool. The Service Provider will also support to HMRC staff, to enable them to learn how to operate the tool unassisted.

- The chosen supplier will be working with members of the PPM Development and Support team and possibly stakeholders within CDIO. As Clarity PPM is SaaS there may be need to interact with Broadcom, who host the environments.

HMRC require the supplier resource to be on site, or closely located to the address identified above 5 days per week.
Travel may be expected between the other Delivery Group and Client sites. Expenses will be paid as per agreed contract rates.
We expect the successful supplier to provide upskilling and skills transfer to CDIO permanent staff to increase internal capability. - Security clearance
- A Baseline Personnel Security Standard (BPSS) pack will be needed for all supplier contractors

Questions asked by suppliers
- 1. The payment approach is fixed price. Is it possible to set up a monthly milestone and be paid at each one?
- Yes, milestone payments will be assigned and agreed between HMRC and the Service Provider within the Statement of Works for each work package under this Contract.
- 2. Is the £180,000 the maximum budget for the full 16 months? This equates to a resource on site at approx. £550 – £600 per day, which feels very low for the level of expertise we need to provide.
- Yes, we are expected to work within the maximum budget. Each individual work package under this Contract will include the amount of resource required in that instance. Work packages will be documented and agreed as and when the Services are required, via a Statement of Works.
- 3. This opportunity feels like we need to provide a Integration manager with some Architecture experience. Do you believe the role needs that level of technology knowledge expertise?
- No, we do not believe that an Integration manager is required under this Contract.
