Why the work is being done We are building a new central data hub to support business processes and reporting requirements. As part of this piece of work we require a Business Analyst and Data Architect to work in tandem to produce user stories, requirements and data models to support the required processes and reports. This creation of an Enterprise Data model, based on business requirements mapping is an integral piece of work as we change the culture around how we use data as an organisation.
Problem to be solved Data exists in silos and as a result we have a confused picture when it comes to how we use data across the organisation. We are striving to create a central data environment that can be utilised by all of the different applications across the enterprise. This piece of work will be to identify the current processes, map interdependencies and overlaps, identify gaps in our processes and eventually design a data model that supports our business model and requirements.
Who the users are and what they need to do As an HR manager I need to be able to access data relating to all staff across the DVSA.

As a reporting analyst I need to be able to access data that enables me to deliver reports as required by key stakeholders.

As a developer I need to be able to have a data model to work to when creating the enterprise data environment.

As a data architect I need to be able to understand the business processes and requirements to be able to design an appropriate data model for the business

As a Data Engineer I need to understand the data sources and types so I can model their transformation into the central data hub accordingly.

As a Data Engineer I need to write ETL scripts in Informatica DQ and create data that is ready for analysts and Data Scientists to use.
Early market engagement We have done some work internally to map some processes and requirements, but this bit of work is aimed at mapping processes across a lot of domains, which is something we haven't started as yet, although a lot of requirements have been gathered.
Any work that’s already been done We have completed an initial discovery that has determined the existing requirements that need to be replicated. We have identified all of the dependencies that are currently placed on the data environment, and need to be migrated. What we are still to do is understand the interdependencies and prioritisation at the task level.
Existing team We have some Data Engineers and Data Analysts that have started building the new environment in AWS and started on some data models to replace existing business processes. We also have a Project Manager in place as well as a Data Architect, who has limited AWS / Cloud experience. There is also a Data Lead overseeing the project.

Address where the work will take place These roles will predominantly be based in Nottingham, but there will be a need to travel to Bristol / Swansea maybe one or two days a month as needed for stakeholder interviews.
Working arrangements The Data Architect and Business Analyst will work with the existing team of Data Engineers and Analysts to complement the work they are doing and broaden the discovery phase. I would expect three days a week on site for the Business Analyst will be necessary to garner the required information and the Data Architect will then work the requirements through with the BA. As a result the BA and architect need to be in the same location.
Security clearance Ideally the successful candidates will have full Security Clearance (in particular the Data Architect)

1. Will you sponsor SC clearance? Or reactivate lapsed clearance? We would rather have all of the necessary SC in place prior to any contract being awarded but, if the successful tender provides the quality that we are looking for, we would support the relevant people through SC.
2. Do you have any further information on the contractor rates? We would expect the individuals to be pitched at their expected rate and if that fits in with our rate card then that is fine. If we set a ceiling the temptation is to pitch at that level, which increases the cost of the project unneccesarily.
3. The spec mentions the need for a Business Analyst but having reviewed the document and also the nice to haves re Informatica DQ it feels like it should actually be a Data Analyst, please advice? The Business Analyst will not be responsible for the Informatica piece. I would expect the BA to gather requirements, by business area, and then hand them over to a Data Architect / Data Analyst to complete the data model. Like a tag team, the BA will hand over requirements and move on to the next set of requirements.
4. Would these roles be inside IR35? If the roles come through a consultancy I would expect the individual consultancy to determine whether the role was inside or outside of IR35. If we end up recruiting an individual from an agency then that would be inside IR35.
5. The Essential/Nice to Haves are written as if you want the proposed consultants specific experience. Given this requirement is for a Business Analyst and Data Architect how do you suggest we provide the information for both within the 100 word limit? Thank you At this stage a summary of their experience is all that is required. If successful in getting to phase 2, then we will ask for more detail. Thank you.
6. Do you have any suppliers currently working for you, who are applying or intending to apply for this opportunity? We do have suppliers working on various data projects at the DVSA. Whether they are intending to apply, I have no idea.
7. Which AWS services are you using? Currently we are using:
- DMS
- S3
- Glue

- Aurora
- Redshift
- Cloudwatch
- Guard Duty
- Secrets Manager

Most of the future work will utilise these services, but if there are others that would enhance our data environment then we are open to suggestions.
8. • Can I only apply for business analyst or you need one supplier to provide for both the roles?
• Can this work be mostly undertaken remotely?
I am looking for a team who have worked together before. The roles require a lot of stakeholder involvement (especially the BA role), so they need to be in the office at least 3 days a week.
9. Are there any incumbents filling these existing roles? We have had access to an internal BA but they have moved on to another project. We have support from an internal Data Architect but need an additional set of hands.
10. As this is 2 completely different roles is the client requesting that the answers be split between the roles? i.e. 50 words each per answer applicable to both roles (Work in an agile environment?) or will the organisation consider accepting cv's? We are looking for a summary at the moment and once we have the initial responses we will then accept CV's / Interviews.
11. Are you looking for any specific qualifications or accreditations for either of these roles? Nothing specific but, if the Data Architect / Analyst has AWS accreditation it would be welcomed.
12. Will the engagement be a call off contract for a fixed six month engagement with any options to terminate?
What options to terminate would you be looking for if not a fixed term engagement?
This will be a fixed term arrangement for 6 months, in which time we will conduct monthly reviews to evaluate the performance of the individuals who have filled the two roles.
