Why the work is being done Defence continues to evolve its ability to conduct Defence Cyber Operations (DCO) at the scope and scale required to mitigate the evolving threat landscape. As Crown resource continues to grow across multiple cyber project delivery areas, a number of discrete programme-level outcomes are required to sustain momentum within the MOD Cyber Programme (MODCyP). These outcomes will be delivered during a period of significant Defence transformation in the cyber operating environment.
Problem to be solved The successful supplier will support the MODCyP in achieving the following outcomes:
• Refreshed KURs, Capability Blueprint, governance structure and existing acquisition processes (MOD London)
• Establish new digitised dependency mapping at cross-project level within the programme and across other partner programmes (MOD Corsham)
• A sustained DCO Licence to Operate through successful annual approvals from investment authorities (MOD London)
• A programme-level capability delivery view allowing SROs to understand levels of capability risk reduction alongside benefits realised and progress against KURs (MOD Corsham)
• A Defensive Cyber Programme strategic business architectural approach that is coherent with Defence Secure-by-Design policy (MOD Corsham)
• Cross-programme integration to ensure optimal benefits realisation in line with stakeholder priorities (MOD Corsham)
Who the users are and what they need to do The cyber delivery team within Joint Forces Command are the users. With the expansion of DCO capability across Defence, specialist support is required to sustain the current project delivery and expected increased outputs which lay predominantly at the programme level providing a stable base from which the Cyber Delivery Team and Cyber Jt User can plan capability delivery.

Mature MODCyP governance in place across Cyber Joint User and the Cyber Delivery Team containing crown servant resource that the industry supplier will support and conduct knowledge transfer with.

Endorsed Capability Blueprint, Key User Requirements and schedules/plans exist that support the annual approvals activity. These elements link to higher-level plans and strategy at portfolio level.

Technical and business architectures exist (from high to working-level) that the supplier will utilise to deliver desired outcomes. Shared information environments exist with optimal means of architecting to achieve current and future Defence needs.
Existing team The existing team, as part of the MODCyP, consist of project managers, technical enterprise architects, client-side technical resource, programme support staff and military staff officers. The user community is distributed across Defence with the core programme teams based in MOD Corsham in Wiltshire and MOD Main Building in London.
Existing governance structures are mature within the MODCyP with the Programme Manager acting as overall task sponsor.

Address where the work will take place The successful supplier team will be split between MOD Corsham and MOD London (Main Building) depending on the tasks they will undertake as outlined in ‘What is the problem to be solved’
Working arrangements Of the activities stated in this task, it is envisaged that the split of work will be 70% Corsham and 30% London (Main Building) as base locations (specific activity splits are highlighted in ‘What is the problem to be solved’). The supplier should incorporate this split into their proposal. The successful supplier may be needed to attend meetings at other MOD sites as required to support the existing team.

T&S is included in the budget for travel to other locations outside of Corsham/London.
Security clearance Corsham resources require SC clearance due to working environment/information. MOD London (Main Building) resources require DV clearance due to working environment/information.

Clearances must be in place prior to contract starting.

The Authority WILL NOT sponsor SC/DV Clearance, it must be in place/remain valid for the duration of the contract.

This is an outcome-based requirement rather than specialist, therefore there is no daily rate of pay, instead there is a budget of up to £2.80m (Inc VAT and T&S) as mentioned in the advert. The price each supplier bids within this budget is then evaluated along with the Technical and Cultural Fit during Stage 2 (75% Technical, 5% Cultural Fit and 20% Price).
