1. Is there a current incumbent? As of 21/10/19 we do not have a current incumbent. However, we have almost completed the process of hiring an interim contractor whose contract will cover approximately one calendar month.
2. What is the maximum budget for this task? We do not have a maximum budget for this task. However, we would expect to spend less than £60,000 from late October to end March on these services.
3. It this role outside of iR35? This is very difficult to answer with 100% confidence because the team has not consulted employment law professionals. In short, we do not believe it is in scope of IR35 because substitutes with equivalent skills and clearance would be accepted.
4. Can the Authority confirm if they have a budget set for this work ? We do not have a hard budget set for this work. However, poorly priced bids will not be seriously considered within the procurement mechanism.
5. Can you sponsor for SC at all? There are two possible interpretations to this question: 1) yes, we would pay for the costs of the clearance upgrades. 2) we would not be able to accept a bid that was absolutely dependent on security sponsorship. A lower clearance (e.g. CTC) would be more acceptable than no clearance. This is because there is a time factor to any clearance upgrade process that would detrimentally cut into project time.
6. Can you sponsor for SC at all? (2) 3) We would also sponsor the reactivation of an existing clearance.
7. In regards to question one, will the interim contractor be applying to complete the rest of this contract after the initial month mentioned? To reiterate, as of 21/10/19 the interim contractor has not yet agreed to start work as an interim, although it is very likely. While we would expect them to put in a bid as they have indicated a desire to work on the project already, we cannot confirm or deny that they will actually do so.
8. What is the current infrastructure? Please could you clarify in more detail what you mean by this - do you mean digital, operational, staffing etc.
9. Has the project team been assembled? Most of the project team has been assembled. We are currently waiting for a few team members to start. The vacant positions are for a BA and a Developer, both of which are being advertised.
10. What stage of the project is this – Discovery/Alpha/Beta? Uncertain of how to assess the difference between the terms and how they would apply to each individual task - but would suggest Alpha - we have a working product that we wish to upgrade, and we know what we want done.
11. What tasks do you expect the interim BA to complete in their initial month? With respect to the commercial sensitivity of the tasks themselves, we would expect the BA to (1) assess the viability of the upgrades we have suggested with the development team, (2) work with the developer/s to integrate the first batch of viable ideas, (3) communicate these upgrades to other important stakeholders we have.
12. I don't have any past SC clearance, can you get me sponsored when i get selected for this role? You will require at least some form of existing clearance to perform this task. We will sponsor the reactivation, or the upgrade if necessary, but please understand that if you do not have any clearance at all we will not be able to accept you as it will cause a delay to the project. There is no possible extension time to this project so delays cannot be accepted.
13. I do note the preferred start date – With the seasonal break upon us, would you consider a Jan 2020 start for someone who is already SC cleared ? Lower clearance with a faster start date is preferred to higher clearance and a slower start. We would consider the bid but would have to prejudice it against the timing and the cost. It would have to be a particularly strong bid to succeed, likely dependent on additional advantages offered from the bidwriter to accommodate for the serious delay to the project outputs.
14. Since this is an outside IR35 role, would you consider two people sharing the same role. One to cover tech expertise and the other for our BA skills. As a supplier we can pull the right people for the right skills. Assuming we have the SC clearance and immediate availability. Yes, that would be perfectly acceptable. It is worth noting that our team has also posted a request for a "Business Engagement Developer" with similar skills, and so it may be worth bidding in for both if bidwriters have these people available.
