Who the specialist will work with
You will support the PPPT Sustainment Lead, working to the Policy, Compliance and Sustainment Workstream Lead, working within a small, mixed team of Civil Servants and Contractors. You will also work closely with colleagues in Operational Communications in Policing and Home Office DDaT Enterprise Services as key stakeholders of this work.
What the specialist will work on
You will play a key role in shaping how PPPT services will be governed and operate in a BAU environment.
You will scope governance of the PPPT Sustainment organisation including establishing a comprehensive map of current and to-be governance and identifying governance and processes required to agree these provisions with the business.
You will lead on the development and agreement of a future funding model PPPT live services.

Working arrangements
On site full time Mon-Fri 9-5 - due to security requirements of programme and co-location with core stakeholders and suppliers.
However there will be times when may be required to work additional hours

Essential skills and experience
  • Public Sector Governance Model (or similar)- experience mapping business processes that represent the current structure and future design of a product or service
  • Organisation Design- design and implementation of an integrated organisational structure, role profiles, culture, performance measures, competencies and skills to enable change
  • Project Management- development and implementation of business processes to meet defined business needs; acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales and quality.
  • Stakeholder Engagement- Strong communications, relationship building, negotiation and influencing skills; able to ensure that advice regarding the service specialism is acted upon.
  • Business Analysis- Methodical investigation, analysis, review and documentation of business functions and processes.
Nice-to-have skills and experience
  • Public Sector Funding Models (or similar) – strategy and plans, policies and processes for the accounting, budgeting and charging of IT service and resources
  • Knowledge and Understanding of the government digital agenda

1. Is there a current incumbent in this role?
Yes, there is a current incumbent in this role.
2. Can you please clarify if the role is based in Westminster, or Croydon. Which site is the main site they are expected to work from, and do you have any indication of how much travel will be involved. If travel is expected outside of London or Croydon do you have an indication of how often.
The role will be mainly based in Croydon, with 1 or 2 days travel to Westminster.
Travel to meet stakeholders within London 4 or 5 days a month.
Travel to meet stakeholders outside London 1 or 2 days per month.
3. Will the Home Office pay T&S for visits to stakeholder sites?
T&S will not be payable for travel to sites within the M25. Travel outside of the M25 will be subject to HO T&S policy.
4. Will the individual need to have valid SC in place on their start date or will the Home Office sponsor them for SC vetting?
It is preferable that the individual have SC clearance on their start date. However, if the successful candidate does not have clearance, the HO will begin the process as soon as the individual is notified of their successful application.
5. Is Security Clearance required prior to submission or after offer?
No, it is not required but preferable. The successful applicant will be sponsored by the HO if they do not have SC clearance.
6. Can the Authority confirm if they are working with an incumbent supplier?

Croydon will be the applicant’s prime location.
The applicant will not be able to claim expenses for travel between Croydon and Westminster (or vice versa).

9. Can you confirm if this role is inside or outside of the IR35 regulations?
I believe that this is outside IR35, however the role will undergo a status review prior to award of contract.
