Why the work is being done We are looking for a Pegasystems registered partners with experience in cloud-based Pega Government Platform delivery to support us with our digital agenda and to support the anticipated immediate demand for the Tech Refresh programme (SOTF) and other business driven change.

Having a mix of permanent and contract staff avoids having surplus permanent staff employed should we see a reoccurrence of the previous drop in demand for Pega driven solutions, whilst the business qualify their business cases.
Problem to be solved CMDG are commissioned by HMRC to deliver Pega based solutions driven by challenging timescales. The only effective way to do this is to supplement our in house capabilities with capability from external Service Providers.

HMRC require partners to deliver the technical aspects of new and existing front facing services developed in Pega to meet Government standards. This will include (but is not limited to) technical agile specialists incorporating work in scrum teams and delivering in phased sprints. This will be done through outcome based statements of work for a variety of programmes.
Who the users are and what they need to do Case Management Delivery Group (CMDG) who are part of Revenues & Customs Digital Technology Services (RCDTS) need to supply solutions that enable and enhance the HMRC customers digital experience. They help HMRC achieve its strategic objectives to maximise revenues due and bear down on avoidance and evasion , transform tax and payments for our customers and design and deliver a professional, efficient and engaged organisation.

Existing team Service Providers must be capable of flexing teams to meet business demands. Whole Scrum teams would be required for differing role/skill specialisms. Where the following roles are provided as part of the proposal, RCDTS require these certifications:
• Pega Developer (Certified SSA)
• Lead Pega Developer (Certified LSA)
• Scrum Master (Certified PSM II or equivilent)
• Test Analyst (Certified ISTQB Foundation and ISTQB Agile Tester)
• Senior Test Analyst (Certified ISTQB Advanced Test Analyst)
• Automation Developer (Certified ISTQB Advanced Test Automation Engineer)
• Solutions Architect (Certified LSA)
• Business Analyst (Preferred BSC Certified Business Analysis in Agile)

Working arrangements HMRC would prefer the supplier team to be on site or closely located to the address above 5 days per week. There maybe requirement for Development and Testing to be off-shored, but only after a supplier has passed relevant security checks.

Travel may be expected between the other Delivery Group and Client sites. Expenses paid as per agreed contract rates.

The successful supplier will provide upskilling and skills transfer to RCDTS permanent staff to increase internal capability.

1. Is the role inside of IR35? The resulting contract will be delivered as a fully contracted out service and will therefore be deemed outside of the IR35 legislation. HMRC are not recruiting a role, we are seeking a supplier to deliver a service.
2. Latest start date mentioned is in December. Would the client be in a position to bring people in earlier? Our scheduling has shown that the procurement process will be completed, and result in an award date in December. It is unlikely that we will be in a position to bring a supplier in earlier than that due to internal process.
3. Will there be staggered starts for the Scrum team? Yes, this is not a request for a fixed team, for a fixed duration so it will be a flexible ask.
4. Do you require all Scrum Team members need to have specific Pega experience. e.g. would Scrum masters with exposure to Pega in a HMRC environment be suitable? Dev/test resource need to be skilled in Pega, for obvious reasons – however a good scrum master may not be specific to Pega.
5. Please can you advise if version Pega 7.4 is acceptable We would expect any selected supplier to be able to support/develop in the latest version of the software, therefore we would prefer all resources to be Pega 8 capable.
6. Please could HMRC clarify how the services based approach referred to in relation to IR35 will be contracted under a resource augmentation model with a T&M construct? HMRC will look for the supplier to fulfil this requirement on a fully contracted out service basis where IR35 will not apply. Fixed price will be applied to each statement of work requested of the supplier. A supplier may cost each statement of works on a T&M or capped T&M basis, where dependencies outside of the suppliers control. We envisage that these occasions will decrease as the supplier/HMRC relationship develops and the pipeline of work is more fully understood. Each supplier will be asked to provide a rate card to support both T&M and fixed price transparency.
7. The description mentions Pega Registered partners. If a supplier is not Pega Registered, would this automatically rule them out. If you aren’t a registered Pega partner our view would be that you would be unable to demonstrate that you would have experience in cloud-based Pega Government Platform Delivery needed to meet our requirements.
8. Please let us know if there will be any Program manager from HRMC who will be responsible for managing delivery as we can observe that there will be multiple team involved from different suppliers including CMDG, or how you want to manage? This will be dependent on the particular work request. There will be some deliverables which form part of a larger programme of work, where this is the case HMRC will provide Programme Management. For smaller projects or minor enhancements which are self-contained we expect the supplier to manage the deliverable.
9. Is there any pega application that is currently hosted on cloud? If so, is it on private cloud or pega cloud? HMRC currently have a number of Pega applications hosted on cloud, both public (AWS) and private (FAST - a Fujitsu service offering).
10. If Possible, please elaborate on objective and outcome of digital agenda and SOTF program? Our SotF Programme is effectively a technology refresh combined with our 'Cloud First' approach. This means we are looking to upgrade existing applications to the latest versions of software and to host on cloud.
As you would expect for an organisation the size and compexity of HMRC, it is not possible to summarise our digital agenda. There is a great deal of information already in the public domain which should provide sufficient background.
11. This application will be part of enhancement over exiting application or new implementation? We are looking for a supplier who can demonstrate the ability to offer both.
12. Is Scrum methodology currently used ? If so, any specific scrum tool is used or Pega agile framework is used to manage ? CMDG currently use two main Agile frameworks, Scrum and Kanban, depending scale, complexity and maturity of requirements. Main tools used are Confluence and Jira.
13. Do any kind of production support HRMC is looking for,from vendor or how do you want it to be managed? This will be detailed in the individual statements of work and will vary from project to project.

25. HMRC has devops configured already? If so, pega devops or any other tools is used ? We currently have a CI/CD pipeline for Pega applications utilising a combination of the following tooling:
Ansible Tower for infrastructure deployment;
Jenkins for code. Jenkins also calls ansible for restarting servers etc;
Selenium Grid – Invoke from Jenkins for automated testing after deployment;
Vault – Ansible / Jenkins to retrieve credentials when running scripts.
26. Does HMRC is looking for performance and security testing to be part of implementation ? If so, is there a separate team within HMRS for this activity or it has to be taken care by implementation team? We expect the team to design for, and test, performance of the application they are developing/enhancing. Penetration testing will be done by a specialist supplier.
27. If performance and security testing is considered, do HMRS use any tool or recommend vendor to use any specific tool for the same ? We currently use Loadrunner for performance testing and are currently exploring the use of Gatling within our current teams.
28. HMRS uses any specific tools to automate test scripts other than Selenium ? We currently use a combination of Pega Automated Unit Test and Selenium.
