- Who the specialist will work with
- The supplier will be working with the CSOC delivery team in London as well as the CSOC team in Manchester. The work will be carried out in London initially and then Manchester.
- What the specialist will work on
- The Home Office are setting up a Cyber Security Operating Centre (CSOC) in Manchester. This will provide security monitoring and security response across the Home Office Estate. As part of this build the CSOC will need a policy and process document set. The aim is to develop an existing document set from a functioning CSOC implementation and tailor this to HO needs.

- Working arrangements
- Full-time, 5 days a week, co-located with the delivery team initially to gain an understanding of the work in 2 Marsham Street. The candidate can then work under secure arrangements offsite to update processes. Initially in London to model the processes and then in Manchester to launch them and train analysts.
- Security clearance
- The specialist must hold or be prepared to undergo SC Security Clearance to operate on this project.

- Experience of working in a CSOC.
- Be able to provide a proven template and live examples of a CSOC policy set.
- Cyber security policy and process development experience including the following:
- • Business analysis and stakeholder management.
- • Business process modelling using BPMN.
- • Business process verification and validation, and business process simulation.
- • Ability to derive process, policies and manuals from business process models.
- • Strong background in cyber defence and Security Operations Centres (SOCs).
- • Training and launching of business processes.
- • Business process improvement.
- • Strong background in legal, ethical, and security policies, and the use of appropriate process flow tools.
- Nice-to-have skills and experience

- Experience of working in a challenging and complex public sector environment with regularly changing priorities.
- Familiarity with Sparx Enterprise Architect
- Familiarity with Home Office systems and organization.

- 1. The information provided states initial work in London, and later work in Manchester – it also mentions working “under secure arrangements offsite” – does this mean remote/home working? Can you please clarify what this means?
- We expect that the successful candidate will be able to remote work from home once they have embedded with the CSOC Build team in London.
- 2. How long will the specialist be working in London before the work starts in Manchester

We expect the person to be working from Soap Works Manchester from approximately the 12th December. This will be dependent on the start date of other members of the CSOC team.
Any work before that will take place in 2 Marsham Street, London.
There will be the opportunity of home working, approximately 1 day a week once the intial work packages have been agreed and time lines confirmed. - 3. Is the Home Office willing to pay travel and expenses for this assignment Thanks?
- The role is based on site in Manchester and work there will be covered by the day rate. Where work is required in other locations, expenses will be payable in accordance with the Home Office expenses policy where they are necessarily incurred and authorised in advance by the responsible Home Office manager.
