Why the work is being done In the current model, DVSA administers the theory test, in line with UK and EU legislation, and maintains a layer of contract management and operational support for business as usual activity and exceptions and escalations for the outsourced service. There will remain a need for a theory test after the UK’s exit from the European Union as a mechanism for delivering road safety outcomes, which are an integral part of DVSA’s responsibility; however, DVSA has decided that the way in which the service is delivered will be transformed from September 2021 when the current contract expires.
Problem to be solved Improvements to service efficiency and effectiveness. Transformation of the current model for delivering the theory test. A more flexible model to adapt to changes in technology and user preference. User preferences have also evolved, notably there is a trend towards self-service. The current service struggles to adapt quickly to exploit new opportunities and innovations, and so the DVSA wants to adopt a more flexible model of delivery.

Working arrangements The Supplier is required to support the DVSA during normal opening hours (Monday to Friday 07:00 to 19:00), whilst covering deployment and cutover activities outside normal working hours. All assurance resource must be based at the DVSA Nottingham office.

16. Will the appointed assurance partner be responsible for providing specific technology assurance, i.e. ensuring each of the systems is implemented in line with the design of the platform? Yes - the Digital Integrator will build the software and the Digital Assurance Partner will be responsible for assuring the quality.
17. How do you anticipate a capped T&M rather than an uncapped T&M model working? Capped T&M would require the definition of specific activities and outcomes in a role that will likely require a degree of flexibility and reactivity? Capping time and materials is necessary for us because we are working with budgetary constraints. It will be for those suppliers shortlisted to submit proposals to price their offers according to our requirements.
18. Are DVSA any closer to selecting the technologies that will be used and is there any information you can share if so? 19. How will DVSA select the technologies and appoint suppliers and in what way will the assurance partner be involved in that selection and procurement process? Technologies and supplier appointment will secured in line with our existing services and processes. The contractor may possibly be involved in this but will be subject to further consideration at a future point.
20. Can you describe the scoring criteria for the price component of tender responses and how that will work? Pricing will be scored on the basis of the lowest-priced tender receiving the full 30%, and all other tenders receiving a score relative to that depending on the price differential.
21. The requirement document stipulates the service hours – is the requirement for the team to be physically in the DVSA office in Nottingham 7.00 to 19.00 Monday to Friday Yes - the contractor must be flexible in terms of when we may require services to be provided throughout the duration of the contract, so those are the earliest and the latest times we would expect that provision to be available if required.
22. We assume DVSA is looking for Functional Testing (System testing, Integration Testing, Regression Testing UAT), Automation Testing & Non-Functional (Accessibility, Security and Performance). Please correct if this assumption is wrong. That is correct.
23. Security Clearance requirement states need to BPSS cleared resources, could you please suggest how old BPSS check for the resources is acceptable at DVSA To be confirmed but likely within three months from contract start.
